1997. Kapitein Nascimento van de BOPE krijgt te horen dat hij moet stoppen met werken vanwege
de risico's die gepaard gaan met zijn werk en hij de aankomende geboorte van zijn eerste kind
niet wil missen. Voordat hij definitief kan ophouden met het werk moet hij eerst voor een
vervanger zorgen. Tegelijkertijd concentreert de film zich op twee jeugdvrienden, "Matias" en
"Neto", die kadetten bij de militaire politie worden, maar wanhopig worden van de omringende
corruptie. Wanneer het pad van Nascimento met die van Matias en Neto kruist hoopt hij in een
van de twee een opvolger te vinden.
