Regisseur Wayne Rose (“Battlestar Galactica”) laat actielegende Steven Seagal (“Machete”) en zijn undercoverteam tegen de New Hope Arian Nation optreden. Die organisatie deinst nergens voor terug en haalt alles uit de kast om de plaatselijke verkiezingen ten gunste van henzelf te beïnvloeden. Daarnaast moet de officier van justitie Lisa Clayton (Tia Carrere) een serieverkrachter vrijlaten. Deze vervalt in zijn oude patroon zodat de politie nog maar één uitweg ziet: Kane en zijn team moeten met de speciale eenheid SVB samenwerken. Als een vrouwelijke medewerker van die eenheid wordt verkracht, neemt Kane de zaak persoonlijk op…
