Nuovi regolamenti permettono pressoché a chiunque di arruolarsi in polizia, senza limiti quali altezza o peso.
Fra le nuove reclute si trovano quindi personaggi stravaganti.
Carey Mahoney è un giovane stravagante non cattivo, ma poco portato al rispetto delle regole.
Ha sempre evitato il carcere perché il commissario era un amico di famiglia. Cosí, fermato dalla polizia per l'ennesima volta, sfugge ancora all'arresto ma per evitare che gli venga data vinta nuovamente viene iscritto alla scuola di polizia.
Mahoney inizia a frequentare l'accademia con la ferma idea "sono qui per farmi cacciare" e fa conoscenza di un variegato gruppo di altri cadetti con i quali stringe amicizia, specie l'imitatore Jones (Larvell Jones), e dei quali diventa un punto fermo.
A differenza del paterno - soprattutto nei film e serie successivi - Comandante Eric Lassard, il capo degli istruttori Thaddeus Harris è un tipo burbero e presuntuoso, che non ha fiducia nelle nuove reclute e cerca con ogni mezzo di costringere molte di loro a tornarsene a casa.
Mahoney inizialmente non desidera diventare poliziotto e tenta in ogni modo di farsi cacciare, poiché a causa della sua particolare posizione non gli è concessa la possibilità di ritirarsi, ma quando una bella recluta di cui si è invaghito comincia a mostrarsi aperta con lui, cambia improvvisamente idea, attirandosi ancora più le antipatie di Harris.
Le settimane passano e gli allievi proseguono l'addestramento, fra errori e progressi...

It grossed approximately $146 million worldwide and spawned six more films in the Police Academy series.

A newly-elected woman mayor of an unnamed city has announced a policy requiring the police department to accept all willing recruits, effectively abolishing fitness requirements, educational levels, and medical standards.
Not everyone in the police force is happy about the new changes.
Carey Mahoney is an easygoing man who has repeatedly gotten himself in trouble with the law when standing up to arrogance.
Mahoney is forced to join the police force as an alternative to jail; a proposal by Captain Reed who has been lenient on Mahoney because of knowing his father, who was also a policeman.
Mahoney reluctantly agrees to this, deciding that he will get himself thrown out as a loophole.
However, the chief of police, outraged by the mayor's lowered requirements, decides that the new cadets should be forced to quit rather than being thrown out.
Lieutenant Thaddeus Harris, who trains the cadets, agrees with the plan and employs tactics to make their lives as miserable as possible so that they do in fact quit.
Mahoney tries many schemes to get thrown out as he cannot quit, since as part of the deal he made with Captain Reed, if he quits, he will be sent to jail.
But toward the middle of the film he decides to stay for good, having fallen in love with another cadet, Karen Thompson (Kim Cattrall)...
