Questo documentario rappresenta una testimonianza decisiva della storia della città e della civiltà russa, narrata attraverso le acquisizioni e i mutamenti del museo e la passione, nelle epoche dei suoi sovrani, che si sviluppano parallelamente nel racconto di Toni Servillo che, come Virgilio nella Divina Commedia, porta il fruitore alla scoperta di un passato ricco, colto e tragico: dagli sfarzi di un Barocco pre-illuminista, al governo illuminato della vivace zarina Caterina II che governava con i consigli del filosofo Diderot, arricchendo il museo e il Palazzo d'Inverno con documenti preziosi, acquisiti da biblioteche, di personaggi come Voltaire, tralasciando però il sostrato pulsante della città: quello del popolo che moriva di fame. E questa fame inizia a farsi sentire a fine secolo.
